Town Mayor's Report 2008-2009

Northwich Town Council successfully renewed our `Investors In People` award. Thus one of my objectives was to continue to build on this with a continued rapport with the local community and this proved to be very successful and is reflected by the public attendance at civic events and numerous invitations received to attend events from all age groups.

My Civic Service was held on Sunday 6 th July and I am told had the best attendance for many years with over 250 people aged from 5 to 92 taking part in the parade to church which was led by the regimental standard bearer of my old regiment and the ATC Band. This was followed by some 14 standards and banners from the Royal British Legion, many youth organisations and 6 Mayors from throughout Cheshire , not forgetting our MP Mike Hall.

For my charity I asked small local charities to write to me setting out details of their organisation and from these my wife and I chose two.

1/ Multi-sports Club for autistic and special needs children. 2/ Mid-Cheshire Animal Welfare. Both we felt the most needy of the many well deserving causes.

I led the towns Remembrance Parade in appalling weather conditions on Sunday 9 th November firstly to a service at St Helens Church, again a first for some years, and then to the Cenotaph for the traditional 11am remembrance and wreath laying ceremony.

The annual Mayors Ball was a resounding success with a full house including fourteen `Chains`. It was a great fundraiser. At this point I must give a sincere vote of thanks to all the staff who put so much time and effort into organising this and other events during my term of office.

The latter part of the year became rather traumatic for all with the demise of Vale Royal Borough Council and Cheshire Council and the formation of Cheshire West and Chester Council and this will no doubt continue for some time to come. The change did however give 4 members of Northwich Town Council the title `Honorary Alderman'. I congratulate them.

As I previously stated my wife and I were invited to attend many events throughout the year. We never lost sight of the fact that as Mayor and Mayoress our job has been to represent and promote our town, which we have done on every occasion to the best of our ability.

I conclude by thanking my fellow councillors for giving me that opportunity and my wife for her loyal support.

CHIEF EXECUTIVES ANNUAL REPORT 2008/09

In August 2008 the Northwich Town Council's Bowls Awareness Weekend in Vickersway Park was, once again, a great success, with over 100 young persons being coached by qualified National Crown Green Bowling Coaches on the correct way to play crown green bowls. On the Sunday a competition was organised between the coaches and the Northwich Town Council bowling team and some of the newly trained youngsters joined each team to play for the Roberts Bakery Cup. It gives me great pleasure to report that Northwich won back the cup this year.

At the beginning of December 2008 the Northwich Town Council was re-accredited with the Investment in People Award for the second time. This proves that the Council is keen to look after its staff and assist them all with the appropriate training that each member of staff is required to have to carry out their duties.

In early January this year, the Town Mayor, together with a lead Councillor and myself met with the Chief Executive of the new Cheshire West and Chester Council to discuss the Council taking on and delivering additional services in Northwich. This meeting was very productive and we have now prepared a Service Portfolio to Cheshire West and Chester Council on what the Council feel they would be prepared to deliver for the new Unitary Authority.

Once again this year the Council's balances are looking excellent and this implies that the Council is well in control of its finances.

In my opinion the Mayor, Clr O D Robinson had a fantastic year and helped to create ties with other local authorities who had not been involved with Northwich in the past and this created a sense of camaraderie with all the Mayors who attended various functions together.

The Council have now decided to install a new skate park in Manora Road , Northwich at the bottom of Vickersway Park . The planning application for this facility has now been submitted to Cheshire West and Chester Council for planning permission. Once permission has been approved we hope to commence the work on installing all the skate equipment, which was donated to the Council by a local business man.

Finally, we have received a number of comments congratulating the Town Council on how well the parks and cemeteries are maintained and kept to a standard second to none. This is a credit to all the staff who are employed on the Town Council and the Members for taking the interest in the work that is produced.

Northwich Town Council

2007-08

 

Town Mayor's Report 2007-08

Northwich has, had once again had a brilliant year. It first began in July when we received a delegation from both Dole and Carlow, our twin towns, to celebrate a festival to keep our links strong. I was honoured to plant a tree in Verdin Park to commemorate the twinning festival.

I was privileged to crown the Northwich Carnival Queen and even more so when the Mayors of Carlow and Dole were invited to assist me with the crowning ceremony.

Northwich is a great town to live in and credit must be given to the Parks and Cemetery staff for all the excellent floral displays in the parks and cemeteries in the town. Well done to all the staff for their continued hard work and loyalty to the Town Council.

I am delighted that a local businessman has donated a skate park for the town and I know that the Town Council are working together with the Borough Council to find the most suitable site for this project. I am sure it will benefit the youngsters of the town once it has been sited.

During 2007 we gained Quality Status and thanks should go to the Chief Executive and all the Members and staff at the Town Council for their support. I was honoured to receive this award at a presentation in Yorkshire on behalf of the Town Council. Achieving this status means that the Town Council can do more for the town and have more credibility and who should know better as to what the town wants, than you, the people who live and work in Northwich.

I attended many functions throughout the year and held quite a few events to raise money for my charities. The main events were attending the Chinese Celebrations for the Chinese New Year, travelling on the passenger steam train from Northwich to Chester , but I have to say the highlight of my year of office was being invited to my old school at Great Budworth and meeting up with my headmaster of over 50 years ago.

My Civic Service was a great success and I was honoured to be invited to the inauguration of Rev. Malcolm Cowan to the St Helen's Church and Rev Carol Seddon to the Holy Trinity Church , Castle. My charity dinner was also a good evening with good food and entertainment and raised a good amount of money for my charities. Thanks also to the administration staff for their continued support with my fundraising functions.

Hartford Manor Primary School Choir came along to my Christmas Carol Service to ably assist with the singing even though it was poorly attended.

Well done to all of you who have helped contribute to making this bustling market town a wonderful place to live, work and relax. Both the Mayoress and myself wish you all every success for the future

Chief Executives Report 2007-08

In December 2007 I was overjoyed to learn that Northwich Town Council had been awarded Quality Status and the Town Mayor, Clr Brian Cooke and myself were invited to the ChALC Conference in Skipton to receive the Quality Status Award. The Council had been striving for a number of years to meet the standard set out by the assessors for this qualification.

In my view, this year and next year are going to be particularly important in Cheshire , as the New Unitary Government is to be introduced. I believe that larger local councils will become a watershed for our tier of local government.

The Town Councils financial balances are looking healthy this year. This shows that the Council, as a whole, are in full control of the situation and each elected Member should be congratulated on the way they are operating their financial business.

This year once again the Council has chosen to improve their playgrounds and bring them up to the required standard which, in my opinion, is second to none. The Vickerway Allotment site is now being managed by The Vickersway 07 Allotment Management Committee, which shows that the Council is willing to listen to the people and accept change in matters of this nature.

The services which the Council operates have never been run so well and looked so good. The Parks and Cemetery Department is the jewel in the Council's crown, and I am very proud to be a part of such a good Council.

I would like to conclude by saying well done to all the staff and Council Members alike, for their continued loyalty and excellent work that they produce.

Mayor’s Report

 

Northwich has had a successful year. Firstly gaining the Investors In People Award and the Chief Executive gaining the AQA qualification in Council Administration.  These two awards will benefit the town as we go forward to achieve Quality Status.    The Town Council played its part by supporting community, voluntary and faith organisations in direct funding, advice to increase funding and support from councillors and staff on many of your committees.

 

My chosen charity during my mayoral year was foremost The Joshua Tree, a charity set up to support a young boy who was diagnosed with leukaemia and with the support of his family and friends hoped to raise money to open a holiday home so that families can spend quality time with each other during treatment.

 

I attended many functions throughout the year and held quite a few events to raise money for my charity.  The main events being my charity dinner, the fun run which was held around Carey Park, and a 40’s night extravaganza where the top raffle prize was a meal for two which consisted of war rations ie bacon, eggs, tea, sugar etc.

 

My Civic Service, held on a lovely warm summers day in July, was an enormous success.  Sadly the Christmas Carol Service was poorly attended this year even though hot mince pies and gingerbread biscuits were handed out.

 

Grateful thanks have to be offered to the Parks and Cemetery staff for all the excellent floral displays in the parks and cemeteries in the town. Well done to all the staff for their continued hard work and loyalty to the Town Council.

 

Thanks also to the Administration staff for their continued support with my fundraising functions.

 

Well done to all of you who have helped contribute to making this bustling market town a wonderful place to live, work and relax.

CHIEF EXECUTIVE’S REPORT

 

During 2007-08 the Council hope to gain Quality Status. A requirement of this qualification is that they produce an Annual Report each year.

 

It therefore gives me great pleasure to produce our first Annual Report and the following comments:

 

Having worked for the Town Council for over 40 years I have seen many changes in the structure.  The Council as a whole has improved tremendously throughout the years.  During this period we have undertaken many services from the nursery to the grave, them being from growing our own bedding plants in the Councils nursery to a bereavement service in the Councils Cemeteries.

 

In 1980 Northwich Town Council was the first Council in Cheshire to commence recycling of glass which, is now common practice with kerbside recycling.

 

The Parks and Cemetery department has always been close to my heart and it is interesting to observe that the Operations Manager, Mr Jeff Sharman, (who I am proud to say is my brother) produces outstanding and immaculate results in the parks and gardens.

 

I was pleased to report to Council that I  qualified in the Admin and Finance AQA which once again was one of the main criteria for the town council to obtain quality status.  Achieving the Investors in People Award was another milestone which I am very proud of and believe the Councillors (who are actually our Directors) need to be congratulated on achieving this award.

 

My hopes for the future year are that the town continues to prosper with all the plans for the Northwich Vision getting underway.

NORTHWICH TOWN COUNCIL

 

ORGANISATIONAL STRUCTURE

 

Northwich Town Council has specific responsibilities and duties  which are as follows:

 

Parks, Gardens and  Cemeteries

Sports and Leisure

General Office  and Tourism

Powers to Give  Grants

 

There are 21 elected Members, headed by the Town Mayor and they meet monthly to discuss matters relating to the town ie planning, finance, twinning, amenities, grants  and issues submitted to the Chief Executive or Member of the Council. The Town Mayor is elected each May at the Annual General Meeting.

 

There are 15 Members of staff headed by the Chief Executive, Mr Stephen Sharman who is assisted by his PA, Mrs Linda Armistead and the  Operations Manager, Mr Jeff Sharman.

 

The  staff all have very different duties ranging  from gardeners, grave diggers, drivers, park and pool attendants, clerical, security and domestic.

 

The majority of the Council’s income is received from the Council Tax which is collected by Vale Royal Borough Council each year  from every house in the town and paid twice yearly in the form of the precept.

 

This precept covers the following services ie Parks and Gardens, Cemeteries, Central Administration, Allotments, Playgrounds and Open Spaces.

 

 

The majority of the income received is from the Parks and Cemetery department and  General Office.

 

This income comes in the form of cemetery fees, leisure and amenity fees (income from the pavilion shop at Vickersway Park and the hire of the football pitches and parks in the town), allotments, grave planting and photocopying and printing.

 

The expenditure that the Council spend each year is mainly for wages and salaries but all accounts received  throughout the year are paid in accordance with the auditors recommendations  and the Council approve the spending at their monthly finance meetings.
